(I'm not sure this is on the irght product, but still)

Following Giuseppe's email http://www.w3.org/mid/op.wbe23sgw6ugkrk@giuseppep-x220 and an earlier thread on references, and a related question on dealing with "obsolete" specs (and what that means).

What guidance should W3C give externally to the many different people and organisations who want to point to their work - which version, etc etc.
