This issue is raised by Ivan Herman in his email: http://lists.w3.org/Archives/Public/public-w3process/2013Oct/0037.html

The section on changing a Recommndation is unclear what is required to make changes which are only related to markup, or editorial. In particular, Ivan suggests that it is useful to be able to change references when it is known that the current pointers are unstable, but believed that the intellectual content being referred to is sufficiently stable and important to be reliable.

Chaals is not so sure of that...

[koalie]: We rejected it, after agreeing on the conditions under which we could make the changes. Other than clarifying the definition of change and substantive changes, no other correction were made

Other than clarifying the defintions of Substantive and Editorial change, no further refinement of these categories was made.
