Based on a note from Jeff Jaffe.

The 4 should requirements in 7.2 are redundant. They don't apply to FPWD since there isn't anything to have changed, they are listed sepearately for heartbeat Working Drafts, and again for LCCR where the level of requirement is raised to a must.
