If info about consensus deemed useful for one class of docs, why not all?

Description:
The AB has said that it is useful for heartbeat specifications to provide information about the degree of consensus around the material. I think such information is useful for other types of documents (FPWD, etc.).

The statement (due to be slightly modified) has been added to FPWD and Heartbeat drafts. In principle, LCCR and beyond represents consensus, so the statement would not be relevant.
