Resolved: Accept proposal to defer display: run-in from CSS2.1 to CSS3 due to lack of interoperable implementations.
Resolved: For CSS2.1 Issue 216, drop vertical-align from the required list of properties that apply to ::first-line.
Resolved: For CSS2.1 Issue 214, make interaction of bidi and white-space trimming undefined for CSS2.1 due to lack of correct implementations. (Leave current behavior as a suggestion.)
Resolved: For CSS2.1 Issue 215, make containing block formed by positioned inline split across multiple lines undefined.
Resolved: Have CSS2.1 allow two possible margin collapsing behaviors in the margin-collapse-clear case: the hypothetical position before clearance is applied may be calculated either with respect to the parent block, or with respect to the containing block formatting context. (The preferred behavior is the latter, since it doesn’t mysteriously eat margins and make clear to make things move up. But we need to evaluate web compat since Acid2 and therefore all browsers do the former.)

Discussed comments on WOFF. No CSS-related issues were found, but Steve Zilles and Bert Bos have other comments that they will send individually.
Reviewed status of CSS2.1 test results. Peter Linss put up lists of REC-blocking tests for wiki analysis.
fantasai updated the CSS module template and posted it to dev.w3.org.

Reviewed status of last call comments on WOFF and Progress Events
Reviewed tests for CSS2.1 Issue 138
Resolved:
- CSS2.1 will not mandate a required range of integers. (No change to spec.)
- Update integer overflow tests to fail only if returning negative number (i.e. any supported range is ok, but overflowing is not)
- Mark such tests as ‘may’ because overflow behavior is currently not defined.
- Add assumption of 32-bit integers to test suite assumptions page.

Reviewed status of PFWG comment on CSS3 Backgrounds and Borders
Argued over whether the 2007 Snapshot should exist, prompted by the Director’s suggestion that it be a NOTE instead of a REC.
CSS2.1 Test Suite RC4 was published over the weekend. Updated implementation reports are requested. Testers are encouraged to use their latest betas with the WG harness, as this grandfathers results from unchanged tests and presents those tests that need retesting.

Resolved: Keep the current spec text for CSS2.1 Issue 101, revisit if necessary in the future after other browsers have implemented per spec.
Discussed dropping all mention of percentage intrinsic widths from the spec, since SVG doesn’t in fact have them. Pending proposed text and resolution.
Resolved: Request an extension of the CSS charter until March.
Resolved: Publish Writing Modes, minus chapter 7 over logical properties, subject to potential objections from jdaggett.
Discussed having transforms not apply to non-replaced inlines.
Discussed transforms coordination with SVG through FXTF.
