Add normative text about role none/presentation always excluding the element from the accessibility tree.
Rich has an action to research ARIA behavior - as we decided that an author provided role none and presence of an aria attribute (like aria-label) which would normally cause inclusion in the accessibility tree to be an error condition (what does the author want- in or out?).
