Identity for WebRTC 1.0

2018-09-27: Whoa this is confusing, this spec is new to our tracking but published as CR, claims as its prior version WebRTC 1.0: Real-time Communication Between Browsers yet an updated publication of that was also published on same day, so this isn't just a rename, shouldn't there have been a FPWD transition? Transition Request was to go to CR, Transition Announcement indicates split, but seems like process fail to create a shortname at CR.
