2016-02-10: APA discussion, lots of angst about whether separation of content and presentation is working, fix in the browser not spec, note this affects many specs so can't just pick on flexbox.
2017-10-19: Has gone to CR.
2017-10-25: APA discussion 25 Oct 2017 want to reference authoring and user agent implementation guidance to be provided later, ideally as part of an accessibility considerations section (non-normative); let's negotiate at TPAC.
2018-11-08: Has gone to CR.
2018-11-14: Marking review as complete. Still need to sort navigation order, but can't do anything on this spec until that's done.
