This is a revision of an old spec (previous version 12-13). There don't appear to be any accessibility related issues to this spec.
CSSOM is a low level spec about CSS as an object and mostly about parsing CSS. The changes since the 12-13 version and the spec as a whole don't raise accessibility concerns.
