The QAWG needs more participants, and the rechartering of the group is a good time to attract new members.

Reviewing activities and plans for outreach (of good Web practices more than other deliverables of the QA Activity)
The next Technical plenary meeting will be held 1-5 March 2004, in Cannes-Mandelieu, France. The group discussed meeting other groups face to face.

We discussed David Marston's proposal of a QA panel at the upcoming WWW conference. People agreed it was a good idea. The discussion then moved to detailssuch as which topics to cover, which people to invite, etc.
David was invited to proceed with this project.
Olivier reported on the QA-dev Structure. The discussion later moved to a presentation of a small experimental test framework for one of the tools developed in this structure, and then on to more general discussions on test frameworks, test description language(s) and EARL.
Lynne reported on new contracted work at nist, involving QAWG members (Lofton and Dimitris) and very closely related to our work. The QAWG expects to re-use most if not all of the deliverables from these projects, which should be completed by the end of June/July 2004.
General discussion about the logistics of the working group, (management of the action items and their deadlines), as well as planning "rotating guest chairs" for some of our teleconferences

The group discussed a plan for the nest step of Specifications Guidelines: its publication as a Candidate Recommendation.
Planning our coordination with other groups. Following them (and helping them) as they implement OpsGL should give us good feedback during our CR phase.
The group started discussing an inreach (towards W3C Working groups) strategy for both Ops and Spec GL, starting with Spec, which should be easier to sell. We tried to identify a few selling points, starting with what was used at the latest Technical Plenary meeting.
The group starting reading through and discussing a draft of Test GL, with Patrick leading the discussion.

The group had a closer look to the proposal by Dave Marston for a Test Description Language. It seemed worth developing and having in our "toolbox", but apart from Dave, the the WG lacks resources to develop it.

The group finished discussing this topic and reached a resolution : asking David to clarify IPR about his contribution and finish the incomplete parts as soon as practical. The group would then publish it as a WG note.
Planning the next f2f meeting (during the next Technical Plenary in Cannes-Mandelieu in March 2004) and scheduling teleconferences.
