SVG Parameters is a proposal to allow attributes to take values sent in via the <param> element or URL syntax, allowing customizable SVG images:

Adobe Illustrator has included some SVG Parameter functionality in CS5's HTML5 pack: http://labs.adobe.com/technologies/illustrator_html5

The question at hand is whether the syntax (particularly URL syntax) and functionality is what we want to pursue.
