In HEAD verbosemsg.cfg does not exist, it is not configured in the 
configuration file, and the code that inserts the messages into the report is 
missing (including loading loadexplanation.js).

mostly done in CVS as of rev  1.360 of check.
Still not loading loadexplanation.js
