WEBADDRESS is now obsolete, and the appropriate reference for HTML-style URI parsing is IRIbis (I believe the HREF syntax is supposed to match what is required).

This is blocked on IRIbis being updated to actually include the necessary definitions and algorithms.

This is essentially the same bug as bug 8207. Marking as duplicate and removing TrackerIssue. Duping to the later bug because that one is already listed as the bug for ISSUE-56, and has more useful information.
