Reported by Björn Höhrmann <derhoermi@gmx.net>: The revalidate button does not show for documents without document type declaration and valid documents. It's important to show it in the first case and I don't see why I should not be able to revalidate valid documents, especially when "doctype override" is in effect.

Ok, so it can be done, but it ain't pretty. :-) By giving &abort_if_error_flagged another flag it can "manually" &add_table the missing doctype/charset popups. This is kinda hacky and needs a rewrite ASAP, but it works.
