A new definition was agreed at the teleconf call on 15/10/2003. The new 
definition should be:
The Entity making the statement believes that the authority referenced in the 
description offers recourse for disputes arising in connection with the privacy 
statement.

The new UI string should be:
We believe that the authority referenced in the description offers recourse for 
disputes arising in connection with the privacy statement.
