The external policy attachment mechanism described in the Policy Attachment document uses a DomainExpression element that contains a URI to refer to the policy subject. The Appendix to WSDL 2.0 defines a URI structure for referring to WSDL 2.0 definitions. But there is no such structure defined for WSDL 1.0. Since we feel it is important to be able to attach policies to WSDL 1.0 definitions, my note http://lists.w3.org/Archives/Public/public-ws-policy/2006Jul/0019.html defines a URI structure to refer to WSDL 1.0 constructs. It also defines URI structures to refer to JMS queues and HTTP messages. The WG may want to consider these these URI structures as well as they are important potential policy subjects.
