https://drafts.csswg.org/selectors-4/#the-focus-pseudo says "The :focus pseudo-class applies while an element has the focus (accepts keyboard or mouse events, or other forms of input)." However, elements without the focus accept mouse events, and UI Events, which ought to say which element accepts keyboard events, doesn't: bug 29136.
