It is very misleading that
https://dvcs.w3.org/hg/speech-api/raw-file/tip/speechapi.html which is
under dvcs/*/tip isn't the latest version of the spec, but 
https://dvcs.w3.org/hg/speech-api/raw-file/tip/webspeechapi.html is.

speechapi.html [1] is the version that has received the licensing commitments [2] so unfortunately it cannot be modified. Fortunately, the first link in speechapi.html is a link to the errata page [3] and the first link in the errata page is to the latest version of the spec webspeechapi.html [4]

If you have suggestions on how to modify the errata page, or other changes, so it is more clear, please let us know.
