what happens with a stylesheet if Content-Type is missing? (or missing the slash, etc?)

https://html.spec.whatwg.org/multipage/semantics.html#link-type-stylesheet is clearer about it. The content-type must be text/css if the resource is on another origin, unless the document is in quirks mode.

That's not what it says. But this bug is about checking implementations and then fixing the spec as appropriate.
