http://www.w3.org/TR/html5/embedded-content-0.html#the-iframe-element

I suggest that the current iframe examples in the html spec of iframe are missing the title attribute with a description of their contents, and therefore does not meet WCAG.

See
http://www.w3.org/TR/WCAG20-TECHS/H64.html

I have an in depth discussion and testing results here.
