I am trying to make reference to the spec in a standards organization and would like to know what is the most reliable hyperlink I should be using.

CSS Transforms has not reached CR yet, so "TR" links are just snapshots, and the editor's draft is the most up-to-date.

I'm not sure why this warrants a bug here.
