Vertical regions need to allow the "vertical:" region setting. In addition, we should probably rename the "width:" region setting to "size:" to be conformant with cue settings. As per discussions with Victor, "line" settings on region cues really don't make sense because we have region and viewport anchors to place cues at offsets and because there isn't really a use case to having cues placed in explicit lines inside a region (placement should be automatic either by scrolling or by finding the first empty line).

Bug 28268 also raises the question of scroll direction.
Moving rollup for vertical regions away from v1. Discussion at FOMS found out that it's not relevant to v1 and an unusual feature for rollup.
