CSS Syntax recently introduced the concept of environment encoding and initially defined it for @import, <link rel=stylesheet>, and <?xml-stylesheet ?>. http://dev.w3.org/csswg/css-syntax/#environment-encoding The definition for <link rel=stylesheet> has now moved to the HTML spec. http://www.whatwg.org/specs/web-apps/current-work/multipage/links.html#link-type-stylesheet I would like to move the one for <?xml-stylesheet ?> into CSSOM, in the "Requirements on User Agents Implementing the xml-stylesheet processing instruction" section.
