Please add "conformance checker" to the list of conformance classes at http://dev.w3.org/csswg/css-syntax/#conformance-classes (in addition to the existing "style sheet", "renderer", and "authoring tool" conformance classes), along with an accompanying "A conformance checker is conformant to this specification if..." paragraph.

As far as the text for that paragraph, the corresponding section in the HTML specification is worth looking at -

I think all CSS specs that define conformance classes should add "conformance checker" as a conformance class, but having something concrete in the Syntax spec first would be a really good start.
