The WG decided in the teleconference on the 2013-03-26 that we should add a error code for "implementation-defined limit exceeded". This relates to the test suite bug #19579

The error code should be added in the section 2.3.1 of the specification where it states:

In addition to the errors defined in this specification, an implementation may raise a dynamic error for a reason beyond the scope of this specification. For example, limitations may exist on the maximum numbers or sizes of various objects. An error must be raised if such a limitation is exceeded.

(But without editorial carte blanche to go through the spec adding the same thing elsewhere.)
