Support for ISO-8859-11 and ISO-8859-16 encodings has been requested.

ISO-8859-16 has been added in CVS and will be in the next release. ISO-8859-11
is not registered with IANA yet; deferring support until it is.

ISO-8859-11 still not registered: http://www.iana.org/assignments/character-sets

ISO-8859-16 in htdocs/config/charset.cfg but missing in htdocs/detailed-form.html

Added to detailed-form.html.

Since ISO-8859-11 is in the state it's in, I'm closing the bug. If we get
further requests for it we can open a separate bug to track the issue.
