Kinda done, though please check the new text as although I think what I wrote is exactly equivalent, it is written in exactly the opposite way and I'm concerned that I may have misunderstood some subtlety that explains why you wrote it the way you did, rather than the way most of the quirks are specced.

I just wanted to avoid applying a style rule and then reverting it, but either way works. However, you missed the value zero which should be excluded.

Change Description: Minor update to the "td[nowrap], th[nowrap]" quirksmode exception that allows a "width" attribute to opt-out of the white-space presentational hint, unless it evaluates to an error, number classified as a percentage or [new in this bug fix] a zero value.

The change mentioned above is incorrect. The value returned by the microsyntax parser can never be zero, so it makes no sense to exclude zero in that paragraph.
