The Dependencies section states that this specification depends on the HTML5
specification.	However, this specification does not make clear anywhere
whether microdata can be *used* with HTML 4.01.  I don't see any reason why it
can't be and, if this is the case, the specification needs to say so
somewhere.

This bug was cloned to create bug 17949 as part of operation convergence.

Rationale: If you're using HTML 4 plus Microdata, there is nothing preventing you from claiming that you're using HTML 5. I don't believe there's a particular reason to call this out specifically.
