if flexbox layout needs to be aware of exclusions to produce good results, that has to be added to the spec

As far as I know, Flexbox shouldn't have to be exclusion-aware.  Note: I don't know very far.  We can fix this if we determine in the future that it *does* need to be exclusion-aware, or Exclusions can define it since we'll beat them to CR.
