Use 'bounding box' instead of 'border box'.

This will be specified as 'border box' for all elements with associated CSS layout box (and therefor including SVG root elements) and 'objectBoundingBox' for SVG elements without associated CSS layout box.

'associated CSS layout box' is consistent with CSSOM View Model.
