Do we want to move to mercurial with CSS Transforms? At least seems the general consensus on most CSS WG members to move to Mercurial. SVG WG already moved to Mercurial.

Let's just do it when the rest of the CSS specs move.

Speaking of which, I think we need to remove the combined spec in the FX repo.
