10.8.1 defines the 'line-height' property as:

  # Applies to:  	all elements

However, this is incorrect: as Bert Bos points out, it actually only applies to inline-level elements and elements that establish an inline formatting context.

This bug has a dependency on Bug 14763 ("Remove Applies-To lines").
