9.5.2 (Controlling flow next to floats: the 'clear' property)

   #   Applies to:  	block-level elements

s/block-level elements/block-level elements other than absolutely 
positioned elements/
or put this info in the normal prose instead.  The 'clear' property should not apply to absolutely positioned elements.

This bug has a dependency on Bug 14763 ("Remove Applies-To lines").
