If separate regions are contained in parents with different opacity settings,
and flow content has its own opacity setting, breaking that content across
region boundaries does not fit the current rendering model which renders each
transparent item as a unit. Some description of how content breaking affects
filtered and transparent content should be added to either css3-regions or
css3-break.

roc: It might be possible to address the problem by somehow saying that each
region renders an independent copy of the content flowed into the region.
Then an element that's a stack context but split across regions would split
into stacking contexts within each region. Or something like that.
