Reported by Anton Prowse

This is part of Issue 262: http://wiki.csswg.org/spec/css2.1#issue-262

phrases of the form "if property 'x' is set" are sloppy since, for all elements, specified values exist for all properties that apply within a given @media.

Occurrence:

8.1 (Box dimensions) says:

  # The dimensions of the content area of a box — the content width
  # and content height — depend on several factors: whether the element
  # generating the box has the 'width' or 'height' property set, [...]

s/whether the element generating the box has the 'width' or 'height'
property set/the values of the 'width' and 'height' properties for the
element generating the box/

Occurrence:

8.5.3 (Border style) says:

  # Since the initial value of the border styles is 'none', no borders
  # will be visible unless the border style is set.

I'm not sure of good replacement text.

Occurrence:

9.5.2 ('clear') says:

  # Computing the clearance of an element on which 'clear' is set is
  # done by [...]

  # When the property is set on floating elements, [...]

We should be using something like "the value of 'clear' is not 'none'".

Occurrence:

16.3.1 ('text-decoration') says:

  # The color(s) required for the text decoration must be derived
  # from the 'color' property value of the element on which
  # 'text-decoration' is set.

I'm not sure of good replacement text.

Occurrence:

17.5.2.2 (Automatic table layout) says:

  # Input to the automatic table layout must only include the width of
  # the containing block and the content of, and any CSS properties
  # set on, the table and any of its descendants.
