This is Issue 256: http://wiki.csswg.org/spec/css2.1#issue-256

3.2 (UA Conformance) says:

  # CSS 2.1 does not define which properties apply to form controls
  # and frames

What are these terms? (ie, we need to insert something like "as defined by HTML)".
