The spec says "The <translation-value> values are defined as [<percentage> | <length>].", but doesn't say what <percentage> means.  It should say something like

"""
The <translation-value> values are defined as [<percentage> | <length>], where a percentage translation in the X or Y direction is relative to the width or height of the element's border box, respectively.
"""

The blue box for the "transform" property contains "Percentages:	 refer to the size of the element's border box". Does this need to be in the "Transform Values and Lists" section too?
