The issue in the subject, what happens if a value has changed midway through a transition, is now well-defined.

But it's not clear to me that the email is actually about what its subject line says.

I believe the spec is now clear about the points in (1) and (2), although it doesn't necessarily point them out clearly as authoring advice.

I think there are some feature requests in (3) and (4), but they should be deferred to level 2.
