IPC::Open* aren't really working too well under mod_perl (not at all under
mod_perl2), validator should use IPC::Run instead of it.

0.6.x doesn't really support running under mod_perl; setting target 0.7.0 for
review in that timeframe.

Implemented in CVS anyway :)
