The following perl modules are not installable on windows 7:
      These modules are available as a zip file via a link in the installation guide (by David Tibbe).
Encode-HanExtra.ppd
Encode-JIS2k.ppd
SGML-Parser-OpenSP.ppd
XML-LibXML-Common.ppd

The error message returned by ppm is: 
ppm install failed: The PPD does not provide code to install for this platform.

I assume the above modules have OS Specific compiled code in them(?).

I found suitable substitutes for the other required modules at ActiveState--that is, they installed.  I have not confirmed that they work properly yet.

OS Details: Windows 7 home premium. All current updates installed.  
Perl version: 5.10.1 build 1007 - 32 bit version.  Downloaded and installed today.
Validator version: 1.1

Any workaround suggestions would be most appreciated.
