This is related to Action-258.

This action is to split apart:

1. the need to be explicit about whether comparisons should be done vector-wise vs per-scalar value (e.g. the calculation for fontSize is vector, whereas padding is a set of up to 4 scalars)

2. the issue of prior interpretation of the correct fallback for tts:origin, as defined loosely in TTML1, being different from what the current editor's draft for TTML2 says.
