The i18n WG asked me to request that, if it's too late to add a new persona, you add a brief note, explaining that different cultures may have different or additional needs (perhaps using Fuqiao's examples) and that you intend to address that in more detail in the next version. We will be happy to review that text for you. Then we would be ok with

<julierawe> Can we agree to add a persona about a non-native speaker with limited language proficiency in the language of page? i18n seems pretty clear they would like an additional persona. Does COGA object to adding this new persona?

What I was trying to say is that instead of creating one persona that we can point t9, we can add more inclusion that the existing ones. Having one person using the pronouns they/them makes the "other", for instance. Just my c2.
