Counter styles registry and generic names

<r12a> w3c/csswg-drafts#7959 (comment) [css-counter-styles-3] Support automatically localized counters #7959

r12a: what they wanted to do is to define localized counter style by generic name
… not only numeric, but also for others like letters
… it's also useful for automatical translation over page, as language changed counter style should also changed

addison: how about difference between en-us and en-gb
… not to over define like these. but zh-* could be one issue

r12a: one thing discussed during CSS call yesterday, not let browsers to choose style over this

addison: generic one for browser style sheet, and having another for styles

<addison> w3c/csswg-drafts#8636 (comment)

r12a: related, ready made counter style discussion

r12a: Myles proposed to convert our ready made counter style as registory, and CSS resolved to support that
… that worries me per process, like building tests, testing against implementations

r12a: I don't know much about registry now, but will see

addison: browser could support these, but that is not our intention

r12a: it's just find helpful to try out

addison: we made ready made counter style document, for supporting counter style spec development and implementation

r12a: we just made it with easily updatable and fixable one
… if every browser supports every entry in the registry, it might be better

r12a: let us just watch these threads

ACTION: addison: respond to csswg 8636 about making ready-made counter styles into a registry and i18n's thoughts on that

Scratchpad for Respec/Bikeshed issue requesting macro for character markup

https://github.com/w3c/tr-design/pull/323/files

r12a: on styling stuff, getting confused looking at the latest page

addison: that change includes Fantasai's backside one
… that changes font change, into mono spaced one

r12a: change seems something wrong

r12a: on font-variant stuff, what about?

addison: last time changed into all-small-caps
… will fix capitalization things

r12a: small-caps make things bad, so we've backed again

addison: let's go back to what we had

r12a: let's update and give me a link to check
