addison: I drew an action item to make a PR on URLs
… specdev still links to a copy of an I-D of IRI
… maybe 'resource identifier' should be in the glossary instead
… I patched up the first part of the mustard
… basically previously said you need to allow non ascii chars in your urls
… the bottom mustard is the same, i'm not 100% happy with it
… I'm looking for feedback
… it's super unsatisfying
… and it does not solve the problem
… I also added a link to the WHATWG URL

r12a: we should say 'don't use RFC 3986, use RFC 3987, because blah blah blah'
