<kaz> PR 235 - CloudEvents as message payload format for WebHooks

Lagally: Ege was concerned that PR 235 was merged without sufficient review
… however, this was related to a PR that was previously discussed
… in particular this PR was related into #198 which was clearly stated in the description

Ben: it would be helpful to use git review tools which would help to address such issues

Ben: suggest we propose have "required reviewers" feature, and set it the editors

McCool: suggest we make a clear decision on this PR; and also I think trying ben's suggestion for the next month might be worth doing

kaz: still think we need some dedicated discussion during the call for difficult issues and PRs. So would suggest we define 2-step procedure, one for online decision making and another for telco discussion.

McCool: we should do triage

Lagally: now we're talking process again, I think we need to move on
… let's at least discuss this specific issue
… ege, do you still feel this merge was rushed?
… on this specific issue, felt the issue was not resolved, but was still merged
… felt the core problem was not addressed, mentioned at the very top
… regarding the payload format
… felt that cloud events was not really fitting WoT's philosophy

Lagally: want to check if the process was violated?

Ege: felt there were still some people against it; we didn't really have consensus

Ben: clear there was not consensus in this case

Lagally: one issue is also inconsistent attendance

Ege: agree with ml that participation is a problem, but perhaps it was just a case of overcommittment
… e.g. do we really have enough capacity to do four RECs in a charter with the people we have

McCool: suggest we do move on at least with the PRs on the table

Lagally: still do want to comment by bf on #87 and #206; but don't quite understand the context
… felt there was specific time for review... the PRs in question were pretty trivial, e.g. a placeholder section with an editor's note

Ben: suggest we move on

<kaz> PR 119 - Add timestamps to event protocol binding - closes #100

Lagally: recommended that id is timestamp
… only concern is what to do if there is no clock

Lagally: suggest we merge

McCool: also agree we can merge, but should create an issue to discuss having a fallback

Lagally: long discussion..

Ben: just says that to be conformant with profile, should be retreivable from a TD server, which is just a web resource

Lagally: there might be some issues with hardcoded TDs in consumers, e.g. downloaded out of band

McCool: the current language really just says the TD is available

Ben: the current language does not disallow other distribution mechanisms

Lagally: do we want to merge this?

Ege: for all profiles?

Ben: only for baseline right now, but may restructure

Lagally: let's just review in the current context, which is for the baseline

<kaz> PR 247 - Remove Note about vocabulary extensions - closes #17

Lagally: remove note on vocabulary; it was about some work we were planning do for specific ontologies
… however, we did not do this

Lagally: also there is a proposal to resolve this a different way, with "Semantic Annotation"

McCool: I think we should remove things that we don't have consensus on

Lagally: I think we have resolved to not define new contexts, but to use some defined elsewhere

Lagally: any concerns for merging?

<kaz> PR 214 - Wrong sections/headers for HTTP profiles

Lagally: mechanical, fixes some technical issues (missing closing tag), but other PRs created conflicts
… will fix offline and merge
