Lionel_Wolberger: I think why section will be hard to get consensus upon; for TPAC believe Matthew will be "owner" of presentation; don't feel be need consensus on the why but really need a strong presentation;

Lionel_Wolberger: I may have a different presentation deck to recruit implementors
