This PAG has completed its work and published a report with a recommendation that the Web Payments Working Group continue to work on the Web Payments Specifications.
Per the W3C Patent Policy:
In the event a patent has been disclosed that may be essential, but is not available under W3C RF licensing requirements, a Patent Advisory Group (PAG) will be launched to resolve the conflict.
On 27 November 2017 W3C launched this PAG in response to disclosures and exclusions by Visa on 27 October 2017 within the Web Payments Working Group, in accordance with W3C procedures for launching and operating a PAG.

See the PAG report from the PAG convened in 2016 in response to Visa Europe claim exclusions.
At its 13 December 2017 call, PAG participants resolved that individual meeting records would be Member-only and the final PAG report public. The W3C staff updated the PAG's charter in place based on this resolution.
The following information is excerpted from the Web Payments Working Group disclosures page. Note: If a claim was addressed for a specification by the 2016 PAG it is not listed below. However, if the same claim was excluded for a different specification, it is included below.
