question of whether we were too proscriptive about RRR

Steven: I'm a bit divided on this: on the one hand it's an edge case, which we don't really want to make harder; on the other hand it's true that the only (one) time I have used RRR, it has been all three in a sequence, and so this makes it slightly easier to use.
Alain: I don't really have any use-cases for it
Erik: I'm not saying we necessarily want to do this, but it is a nice to have.
Steven: Following on from last
week's call, I added one line to the spec: "Although rebuild,
recalculate, revalidate, and refresh are described as separate
steps, since they always occur in sequence implementations are
at liberty to combine them into a lesser number of
steps."

implement.
