PROPOSED: Close ISSUE-141, adopting proposal 3a) The meaning of sh:type is identical to the current sh:datatype if the parameter value is a known datatype (either a system RDF datatype or has rdf:type rdfs:Datatype), otherwise use sh:class semantics.
