Thus, I think we should close this, possibly adding a non-normative note that some implementations may not support non-MSE content with EME.

<paulc> Jerry in comment 15: I think it is correct to view system codes as performance metrics for the key system. They should not trigger a client response, but be returned as telemetry to track and resolve broader issues affecting the user experience.
